Application Menu (Top right of the screen), Preferences icon which can be found on the Ribbon on either of the Steel, On the Structural Detailing Tab in the Options menu you can set your default template and workspace. It can also be accessed by the Reinforcement or Formwork Tabs.
You can access this through opening the options menu from the then Options icon near the bottom. So you can set or change the standard template and workspace with AutoCAD Structural Detailing you need to open the options dialog box. When using AutoCAD Structural Detailing its key that you use the correct template when you creating your drawings.
